I notice something that may be a bug; not sure: I had to restore a database from a backup and since doing so it won’t sync. I have iCloud enabled and my other databases, which were not restored, sync with no problem.

I would suggest a full reboot on the device that isn’t syncing. Then go back in to make sure that iCloud sync is still enabled. Enable it if it’s not. One other thing you can try is the Reset iCloud Sync button. Then you’ll need to re-enable iCloud sync on all your devices. That will clear out all the sync files Tap Forms generates and let you start the sync from scratch.
