Turned wifi off the other day and then synced TF. Got the report at the top of the screen that sync was done? Does that mean that the next time TF finds wifi on it will complete the sync?

Yes, this is correct. When you tap on the upload to iCloud button, all Tap Forms is doing is reading your database to determine which records have changed and then it’s writing a file to your Mobile Documents folder on your device. iCloud takes over after that to sync the files. Meaning, Tap Forms does not upload your data to iCloud ever. Tap Forms simply writes a file to a special folder. There is a separate iCloud process that runs on your device that monitors your Internet connection and document sync status. When the Internet comes back, iCloud Drive will then upload any files that haven’t been synced yet.
