I purchased the Tap Forms 5 upgrade bundle on one Mac and downloaded it. On a second Mac with the same App Store ID login, the bundle is shown as purchased but shows the price on the button to download Tap Forms 5. We all know that is out of your control, but the Tech person I am chatting with doesn’t seem to. Have you heard of this happening?
If you go into your own Purchased list, do you see Tap Forms 5 listed there?
You could also try logging out of the App Store, rebooting your Mac and then signing in again and then seeing if it shows up in your purchased list.
Thanks, Brendan. I had tried all that you suggested. (Tap Forms 5 is on the purchased list on only one of three Macs.) Then I had a chat with low level tech support, which escalated me to a phone call with someone much more knowledgeable, with whom I shared my screen. After about an hour, he passed me on to next level support, which could take two business days to reach out.
I hope to reach resolution soon, after which I will come back here to describe.

Oh wow, that’s crazy. It’s definitely an App Store issue and not a Tap Forms issue as it should definitely be there for you on all Macs since you’re logged in to the same Apple ID account.
Do you have the same macOS version on both Macs?
Another thing I’ve seen before is that even though the price shows, if you download an app, it will often say “You’ve already bought this app, do you want to download it again?” Or something to that effect. But it’s a bit of a gamble though. And if you were charged again, you’d then have to contact Apple to request a refund. A hassle no matter which way you go.
So sorry for this issue. I wish I had some sort of control over that, but I don’t.
