If the IOS device is set to Dark mode all note field are displayed as solid white redacted blocks. ie everything is just white lines of data unreadable. Changing to light mode allows the text in the note field to be visible but dark mode no at all.
Are those Notes that were created on another device? Or created in light mode and then switched to dark mode?
Try selecting all the text and then change the colour to pure black. That should allow the text to switch properly between black and white depending on the appearance mode.
The database was created on a MacBook in dark mode and when sync’d to an iPhone or iPad the note area are white redacted. See Attached image.

On the Mac I suspect you have the background colour of the text set. Try clearing the background colour of the text on the Mac and let it sync again.
